Notes about model parameters:

Since the arcs are of
equal lengths in grid networks, we assume that the values of parameters fcij are the same for all arcs.

For simplicity, we
assume that for each arc According to consideration number (VI.) in [Chen et al (2016)], this
is a valid assumption when the travel speed of the EV is less than 65 mph.
