Steady-state refers to a process that is not changing in time. For instance, flow through a jet engine at cruise can be considered steady-state because it ingests and ejects fluid at a constant rate (

are constant). The jetting of a squid, however, is not steady-state because the propulsion process alternates (changes in time) between ingesting and ejecting fluid.
